The karma comes from members across all SD forums for all sorts of reasons, rank comes only from the "higher ups"
The promotions come from, among other things:
Maximizing being active and helpful in the WC forum and supporting the customizing community in general. Sharing your work in the galleries will help you climb the ladder. (I have no skinning talent here to help in that regard, I've survived by my wits.) 
Minimizing moaning and complaining or criticizing others. The old saying..."If you don't have something nice to say"........ comes to mind.)
Being respectful and polite will pay off, who knew?
Truth be told, I like WinCustomize, and the folks who congregate there. It's a great place to be involved with.
I enjoy helping others if I can and promotions or not, I wouldn't change a thing as far as how I interact with it's members and visitors.
