Question: Two unrelated topics: Decomissioned ships and the UP

#1: If you park a ship in a starsystem and decomission that ship, will it provide any resources to that system (like Civ3 does)?

#2: Am I stupid or is there no way to influence which laws are voted upon by the UP? I haven't found a way to push for certain votes or avoid others, and it's very irritating to be unable to influence, in any way, which laws are brought up. If the player is unable to influence this in any way, it makes the UP feel more like a random event than an actual united planets council.

#1 Don't think so. If you ask me, it would be a good feature. This would give us some thought as to whether to go for some scrap value or to sell it but risk having the ship come back to haunt you.

#2 You're not stupid and there is no way to influence the UP currently. Yes, it rather random now.

About the UP: I don't know about v1.04 and stuff, but it seems like there is a higher chance of it being an issue against you if you seem to get ahead. Or being the war tax if you are at war, or being the starbase tax if you happen to be building in the aliens' sector, or being the "share the wealth" issue if you have the largest economy. I have no proof. This is only an unproven theory of mine.

I'm not a fan of a decomissioned ship adding resources for two reasons.

1) It always seems to work out to some kind of exploit (like the caravan / wonder thing in Civ games).

2) It seems unintuitive to me, since when does recycling actually make a profit? I mean, you would get the resources back but you would expend quite a bit of $$$ and effort to take that thing apart.

if you're top civ in most games it will probably feel that way. most issues involve a "screw the rich/powerful" issue, as opposed to a "screw the human".

It's been my experience that the issues will come across more as "screw the human" if you chose to take the evil path in your games. I find that if I play a good empire, I dont see nearly the anti-human measures.

As to decommisioning ships, I'm largely ambivalent to the issue. One thing I typically do if I want to get rid of them is deal them off to whoever I can and get a little bit of cash out of the deal.
