Losing sector on culture while leading in culture there

I took over a minor in Drengin territory, then built a bunch of culture socials after it skulled until I had about 1100 to their 900 in culture. Still, after ~50 turns, the planet defected. My autosave just before showed I still led in culture and morale was high. Is this normal?

I am not sure.

But I feel cultural power in the game is way over balanced. It should be cut about 50%.

It is very hard to focus on a " military, tech,or alliance" victory without constance cultrual upkeep.

Culrual victory needs no other constance UPKEEP of "military, tech or alliance". :(

Cultural influence does seem quite powerful (perhaps too powerful, I don't know yet).

It's a bit of a problem when the mere placement of cultural resources (the blue cubes) in enemy territory and the lack of them in yours can likely cost you the game... but you can cheese your way out of that by forking over a good tech and a heap-load of cash to buy the starbase... or you can just get together a suitable military force and destroy it and claim it for your own, if you act fast enough.

I've considered finding a way to remove the blue cubes from the game, so I could play without having to run across the map just to keep my planets from flipping if I don't have any cubes in my territory... I wouldn't always play that way, but it's an option I'd like.

MM77: I disagree. If I try a cultural victory without a military, I get trounced, but culture is an afterthought if I'm going for one of the other victory conditions. Then again, it could be because I'm playing on different map sizes/difficulty.
