not able to rebuild a capital project

Not able to rebuild a capital project after cancelling it in the details screen, and then trying to build it on another planet. Maybe this is a planned feature but it should be fixed.

According to a previous post by Cari, this is by design. No wonder, achievement, or trade good can be rebuilt under any condition. Removing that restriction for Achievements has been suggested by several people.
