Technology researched, but parts are unavailable in ship builder

OK. So a few days ago, I upgraded all of my ships when I received the Gravitron driver IV technology box in the mass driver tree and everything was great. So tonight, I go to upgrade a few more ships and lo and behold in the ship builder screen, I only have the basic rail guns availble to me even though I have researched almost every mass driver tech out there. I stop the game, reload it. Same thing. Anyone know what is wrong?
