Have people run into the situation where your economy is humming along fine on the macro screen but your planets have "no resources" in place of months to conclusion for social and military projects?

Seems to happen after reloading saved games.

If your treasury is below -500bc all funds will be re-routed from production to re-building the cash situation (one possibility)

Also, you have to have spending in military and social to have resources.
