Terror Star newb

Ok how do turn a space station into a terror star. I have researched everything needed, but when I fly a constructor to a starbase it doesn't have terror star shell as an option. Is that military? How much room do I need? Do I have to build anything first (like basic defense)?

I have tried it with a brand new starbase and a starbase that already had upgrades and I can't get it as an option either way. Thanks!

If you have the requisite techs, then you do it by flying a constructor to the starbase (obviously). The terror star options appear in the military (red) category and NOT the defense (green) category. If they're not there and you DO have the tech, it is because the UP has voted to illegalize them. If you have a really strong economy and you feel a real need to have terror stars, you can leave the UP.

Personally, I almost never use terror stars. The idea of permanently blowing up systems which could be mine bugs me. Sometimes, though, I make what I call "culture stars." I am sure you can guess how those work from the name.

Ahhh darn you UP! Thats ok I'm going for a research victory anyway, I was curious because it was the first time I've had the tech. On a different note, how do you see how close you are to the various victories? I saw a screen that showed your percentage towards each once, but now I can't find it heheh.

hit "escape" i think. at the bottom is the % to victory conditions.

when you put your constructor to upgrade the starbase, -scroll down- the choices in the military part. you need quite a few constructors to get all the pieces together and at the end you need to pay 5000bc.
