I know there is a lot of differing opinions over which starbase is the best (and even a poll on the front page), but I believe the Orkgonev to be the best starbase. Picture related.

Can explode and move at the same time (Exploding Mover? or A Moving Explosion?)

With Frontal Shields and Debris Vortex to rebuild itself

Can build ships, have colony pods, and awesome trade ports
