So I just got DL and that's all I have. Is it possible to declare war?

Not directly but you can talk to AI #2 and offer them Attack AI #1 as part of a trade or as a gift and then you would be at war with AI #1 without having to have physically attacked them. However you cannot offer to attack anyone that has "friendly" or better relations than you.
