Annoying fake chat popup

That little tab that pops out on the right side of your screen when someone sends u a message, yeah, it keeps popping up from a guy and everytime i open the box theres no chat there, once i close the chatbox itll re appear in 10 seconds and just stay there, i tried deleting him from friends list, and it still keeps popping up, extremely annoying.

yeah, now i got 2 people giving me fake messages, one on my friends list i recently added, one i dont know

it gets more and more annoying everyday
