Survey Ship - Auto Survey Question

Do the survey ships need to see anomalies in order for auto-survey to work? Or will they search within the fog of war? I noticed that 'occassionally' the auto-survey doesn't work.

The anomolies need to be in explored space. If the ship has no record of any revealed anomolies, it will just sit still instead of auto-surveying.
