Two suggestion concerning UP/influence

When one AI (or more likley, the player) reaches the point where he controls >50% of the overall influence, he can decide every UP issue alone.
(If he doesn't sell influence to the others, and being that powerful, he should have no reason for that.)
You could argue that this is somewhat realistic - if one member becomes so powerful, he can do what he wants.
But I think it would be far more interesting (and realistic on another level) if the UP had a law which make sure that no single member turns the UP into a dictatorship. That would mean: There should be a limit - noone can go upove 49% voting power. So the UP could be stopped from becoming a puppet of one sinlge member.

When I was thinking about that, I recognized what might be the reason for a minor bug I adressed some time ago (can't find the post yet):
When the "Most influential civs"-PopUp appears, it often shows minor races in the first ranks, which obviously doesn't make much sense.
Maybe the calculation for this PopUp uses the actual "saved" amount of influence, so when it comes up shortly after a UP-meeting, all the majors are near zero because the spent everything at voting, while the minors - who have no way to spend except selling it - still got big sums of influence.
Then the PopUp would be right in some sense, just a bit misleading and maybe should be changed to just showing the major civs or showing the influence/turn to give some more useful information.
