Sure it will (I'm not just referring to newbie in the sense of not knowing what they're doing).
The average score to date for the top players is only about 2500. These players have submitted around 20 games each so far.
New games look like we're going to be seeing an average of at least 7K (it's probably higher but I'll go with a conservative estimate).
Old fart plays 10 more games with the new scoring: metaverse score is 21908.
New player plays 10 games with the new scoring: metaverse score is 22135.
1/3 the effort, now ahead..
Old fart plays another 10 games, wants to hold onto his glory: metaverse score is 30041. The newcomer matches his 10 games: metaverse score is 32303.
1/2 the effort, now even farther ahead.
Then, the decay kicks in. Basically, assuming that someone who starts today is as equally skilled and dedicated as the people who've been playing and submitting since the early days, the newcomer is *guaranteed* of surpassing the early adopters because of the apparent lack of total recalcs like I keep asking about.
