I'm in my third game now, played with "common" habitable planets in the last two games (first was uncommon). Second game didn't keep numbers, but good planets (15+) didn't seem very common. In the current game (small, 5x5, same as second game), there are 15 stars in the 12 sectors in my corner of the galaxy, I started far from everyone else. Of these 15 stars, 2 had 15+, and one of those was my home planet (19). Another star has a 14, so that can be made 15 with just starting improvements, and there is a 13 in there, so with early improvements, that can be made into a 15. That's a whopping 4 planets, 2 of which need early improvement, out of 15 stars, and that's in an area that comprises almost half of the galaxy.
Doesn't seem very "common" to me.
Do others play with plentiful habitable planets, or am I just getting screwed by the RNG?
Additional info:
After exploring the rest of the galaxy, no other free 15+ planets were found. As far as already colonized, the minors had 1 system each, as did 2 majors. The other 3 majors had 2, 2, and 4 systems, and all but 2 of the opposition systems were 1 planet. So that's a total of 2 (me) + 1*4 + 2*2 + 4 + 2 (multiple planet systems) = 16 15+ planets (14 systems) in a galaxy with 25 sectors. That's a 64% chance for a sector to have a 15+ planet in it. So my 12 sectors, in the corner where I started, had 2 15+ planets, which is a 16.67% chance of a 15+ in a sector. So, yes, it does look like I got screwed by the RNG, oh well =(
