Is there any definitive answer for the defensive 'fleet bonus'

I've read several posts now talking about a defensive bonus for fleets (as opposed to single ships), but I've seen none of the 'authorities' comment yet. If there is such a bonus, how does it work, etc., and shouldn't there be a corresponding bonus for fleets on the attack?

As for the Drow, it's a long story, but they don't call me Mr. Lucky for nothing. I will admit that extended dealings with the Drow is a test of my vows as a Paladin of Helm—but if duty requires it...
