Does the AI have all strategies/algorithms etc. on Intelligent?

I remember reading at pre-release or early release time, Brad saying that the AI is smartest only on the upper two levels - though I may be mistaken about this. eg. with stuff like them being aware when you start massing ships near their star systems etc.
Is this still the case? (Or was it ever).
Or on Intelligent does it have all available strategies/smarts enabled - but not resource bonuses.

No, and that seems to be annoying a few people.

It doesn't matter too much, but the economy difference between Intellegent and Genius is 5%, and between that point, the AI suddenly decides to use "Nasty" tactics.

There are requests to allow division of resource bonus and AI intellegence, but so far, no progress has been reported.
