As the title says, I'm at a loss of how to increase the game speed in a multiplayer game.
The default keys are = and -, but those seem to be disabled or not working somehow. Has anybody else had any luck with this? Is there a way to turn it on?

You cannot increase the game speed in multiplayer. You can only toggle the game settings (income speed, build speed, research speed, etc) but not the actual game speed.
I know a lot of people would like a 1.5x or 2x speed available for multiplayer, but it's not.

I presume when he says "next month" he means some time in the next 30 days or so. Being a pessimist about time estimates provided by developers/publishers of games, I'd say December is a safe bet 
I assume this was never implemented because I can't seem to find that option.
The only thing available to game hosts are to increase the research, ship, culture spread, etc speeds. But no option like in single player to 2x or 4x the game speed.
It was implemented. In addition to Slow, Normal, and Fast, Diplomacy has "Faster".
It's not game speed though, it's gameplay constant speeds (research, ship speed, etc). Faster speed was implemented but not in the way you thought. IMO gameplay in competitive matches is fast enough with all the micronmanagement a good battle takes...

Settings for speed are under game options oin screen where you choose race and where you have start game button.
