There should be an own section in the forums for addmission applications, cuz It's quite "hard" to look for some empire's application-thread from this huge pile of posts.
One such thread per empire and automatically created.
And/or the thread could be located in the Empire status window.
The (possible) admission policies could also be stated in the same window.
