[Bug/Gameplay][0.262] Enemy cities have impossible amounts of people

AI cheats.

If you look at the population graph, you see the AI's people numer skyrocket in a few turns. It's not just a graph error, I've also seen AI cities with hundreds of people but only some small houses.
