Making new stars and blowing up stars

I got the terror star, one of the technologies mentioned creating new stars - so, how do I do it?, I didn't research all technologies and I was playing evil.

Blowing up stars - I never tried it do I just move the terror star to the star i want to destroy how do i do it?

Nope, you can't create stars now. We have speculated that it is a placeholder for a future feature.

Terror stars work like normal warships except that your target is a habitated star.

If Terror Stars are fitted with +cultural modules in sufficient numbers, they can also terrorize planets into flipping to your civilization by their mere presence in the targeted sector. If you have 3 such things, you can plant them in the heart of their empire and watch them beg for mercy
