Not enough research stations bug

I was playing a unlocked team game but I started out with one ally(4 players 2 vs. 2) and The allied AI Only A bit after the game start sent me a mission. I checked both his planets and he only had 1 civilian research structure and a military lab. Definitely a bug and before you ask I wasn't mistaken.

As far as I know the AI purposely ignores research requirements for missions to make sure it's consistent in giving them.
