SDCentral crashes when it starts

I've downloaded and installed SDCentral to get access to the most recent patches for GalCiv, but SDCentral crashes right at the start (before it displays any screen). I've searched for the info and found that SmartException might be useful to diagnose the problem, but to get it one needs SDCentral which crashes in first place:) Though I've seen a direct link in one of the posts - is it official distribution?
At the moment I only have regular Windows exception log. Also I've read that SDCentral uses MSIE settings by default, but I don't have it on my machine, might it be the cause of the problem? Though I've MS HTML control installed (MSVC and few other apps using it work just fine). Interesting that GalCiv work (AFAI can judge from a few hours of play).
P4-1.8 256Mb, Asus P4PE, integrated audio (SoundMax) and network (Broadcom), GF2-MX, Win98Lite, DirectX 8.
