How near is "nearby" ?

I've noticed that the descriptions for some Starbase upgrade modules say somethinng like "such-and-such bonus for nearby planets." But it doesn't specifically say "in this sector" like some of the other upgrades do.

Does anyone know what they mean by "nearby planets?"

Within the same sector.

Unless it says that it increases an ability, it increases bonuses for planets in that sector
