I have tried to get the shadow or outline feature to show on wb in my clock area it shows on the preview skin etc. but when i apply the skin it will not show up any suggestions. thank you

Which skin? Also, are you sure you don't have the radio box checked in Windowblinds under the fonts tab that says "I do not want shadow and outline text effects used on controls."
This has happened to me before too Wendi. The only way I fixed it was to completely delete all the code in the Code editor tab for the Clock text, apply the skin, then change the clock text to what you want and try again. Had to do this several times in some cases, and usually only happens in Windows XP.
It was the feature in windowblinds under fonts tab I never checked that but somehow it was checked to not show shadows etc. thanks so much for your help
The code editor tab is only available in the pro version of skinstudio.
Also you have to make sure that you have the option enabled. (tools > preferences)
