Question about Planet quality

If I pick "Green thumb" for improved planet quality, what happens? Which is it?
a)I discover a "15" planet -- it would have looked like less than a 15 if I did not have green thumb.
b)I discover a "15" planet, and it would look like a 15 to any civilization. However, when I colonize it, I will get the outcome of a better than 15 planet.
Guessing that answer "b" is correct, how much better is it than a 15? Does 5% mean that the 15 planet becomes, in effect, a 15.75 planet? I'm fairly new to the game, but that doesn't seem like all that much.
