I also found the same issue, but upon looking at the trade in diplomacy I found the caravan.
I think that stardock moved it to here for some reason.

I have discovered the caravan unit from diplomancy, but I hope is that we can design/upgrade the caravan unit under design. So far I seen the pioneer kit in design which will allow you to upgrade prioneer to better one.
