Why are some ppl not able to use skins

It seems that some ppl download skins and everything works perfect and for others the skin will not apply correctly or the colors are screwed up. Whats the deal here. I have made a few skins now and have tried each one on three computers before I post them. Then I read comments from ppl who cannot get it to work right. Is it there color settings, dpi, resolution???????? I have noticed that the shareware version of windows blinds will not skin the scroll bars and other controls, could this be the case for some of ppls problems?

It could anything at all. System configuration, driver issues, incompatabilities. Any number of reasons, really.
