How do I turn on Custom Colouring when I'm making a skin?

I have a skin that I'd like to tweak the saturation and luminosity on, but I cant get it to have custom colouring turned on without forcing it, which turns off the controls I want to change. How can I change this?

Try getting a hold of NightTrain. It looks like he might have it figured out based on this skin https://www.wincustomize.com/skins.asp?library=1&SkinID=4123 I don't know, never played with it myself.
