Yes ,"anyone" can make a black theme with black buttons.

I'm pretty sure there have already been a few made. Just take a stroll through the library and I'll bet you find some.

There is a slight problem with black themes. The text in your word processing programs must change from black. You can't have black text there anymore or you won't be able to see any of the dialog text in the message pop up boxes. For example, download text window, error message windows would be invisible. Some people must have white paper and black text in their word processing programs. Its impossible with a black theme. I made one myself. Batman.

it is a good idea tought, there is no single reason to stare at a white screen all the time. It dasn't matter how much we try but it is and always will be like you are staring at a light bulb.

This is true, you just have to be creative. But, these skin color constraints, caused by the operating system, can be a real pain at times.
