Ok,first,turn off research and immediately start building a construtor. After 5 or 6 turns go back and click purchase but do not accept,now click on the scout and you should be able to accept 447242332bc in exchange.

Note that it is hard to tell what version someone without any submitted games is playing... Maybe it is really fixed but he's got an older version...

Edit: Oh, nice, got some medals after my last submission... btw. Ain't the Score > 1000 Medal not somewhat obsolete now where in 1.05 reaching scores beyond 1000 is quite easy?

Correct me if I'm wrong, but in 1.05, isn't this impossible, since if you buy it, it immediately finished it and starts on the next one? It's not as obvious on the military side, but is very much so on the social side. As soon as you confirm the purchase, the display switches to the next item in the govenor's build queue.
