Not getting any colonization events...where's the problem

I've noticed I'm not getting any good/neutral/evil choices when colonizing..... despite having a normal install and a whole suite of "Duglis" made custom events in my data folder... I started a huge game and colonized about 30 systems to verify that the event generator simply isn't getting used... not one decision...

Event files go directly in the data files and .pcx files in the gfx folder, correct? So where's the problem? All other aspects of the game appear to work (although I have the multimedia turned off)... I'm running latest version (.71?)DLed via SDC...

Any thoughts appreciated,

Hey..here's what you do..i found it helps...

get the galciv writer and make 3-5 big event files that
each include 5-7 events within each one.

Having only 4-6 .event files in the folder like
corevents.event bonusevents.event extra1.event extra2.event extra3.event and extra4.event will make
events happen at more much more normal rate.

Don't ask me why.

If you can't ...provide me your email and i'll send
you all my events in just 4-5 .event files

Each event in the event file has a likeliness of occurring number. If you copy the file many times you just add many duplicate events. Much easier to increase the likiness of the event happening. 1 number verus copying lots of files :)
