Painter 10 license

Hello, i was wondering whether Painter 10 (currently on sale at an interesting price) has a full license when bought at Impulse. In short, do i get the same license i would have if i bought it directly at Corel and would i be eligible for an upgrade price to Corel Painter 11 if i decide to upgrade later?

I refuse to buy directly from Corel as Painter is more expensive in Euros than the price in Dollar despite the fact the Euro is worth $1.3 (if i were to buy Painter X now, and immediately upgrade at full price in the European Corel store, i would pay less then buying painter 11 directly when it happens to be on sale in the EU Corel store).
