If you have enough hd space available I believe you can use winamp to convert the mp3 to wav and then use windows sound recorder to edit (split) the wav file. You can then use winamp to convert back to mp3.

I'm sure there is an easier way to do this and that someone will tell us what it is

I have Nero Wave Editor that can also edit mp3's without making them wavs first. I'm sure there are other programs, but this is one anyway.
