Factor Power numbers change when loading a saved game

I took a picture of the faction power numbers and then saved the game and reloaded it. The numbers are changing. Why is that?

I reproduced this with one of my saves. It may just be coming from pulling from cached values, but we are investigating. Thanks for pointing it out.
