can't download boot skins with wincustomize browser

when i try to download bootskins the this program i get download failure, any idea why??

I just re-installed WC tray trying to get the latest version via Stardock Central (which doesn't work) and now bootskins isn't an option in the library. And it is still version 1.00.003

Going to uninstall via control panel and download from the site.
