Well, as the name says. I'm attaching screenshot showing the problem. Basically I can't construct anything.

Do you have mods installed? I didn't think the watchtower even existed anymore as an improvement?

Nope, no mods. I made fresh reinstall just to be sure. Weird.

is this with a stock faction or a custom faction?

does the faction have a minor faction tag in it's xml file?
