New Icon Packager

Sorry if I am out of touch. School has started, I have a registered version of windowBlinds and Icon packager but not the full object desktop Why am I not seeing the new version of Iconpkg 2.49 on Stardock central??? DO I need to have Object Desktop. I can not apply the newest Icons from Leo the Lion Can someone help me???? Thanks
