[1.19c][BUG] map jitters

Hit next turn and the map started shaking like a permanent earthquake (in some other games).  Exited after a fwe minutes of it because it was too hard on the eyes.

Nothing else was acting wrong.

FWIW, I have several times seen the map shake briefly during the next-turn routine, but this is the first time it kept on shaking into my turn.
