1000 onth development?

I have played a few rounds and always I get 1000 months for development and no resources. I set taxes very low and research high. what is going on? any suggetions? I am sure just a basic fix, but would like to expand if possible.

You need to adjust your spending sliders. Go to the economics screen. Try sending your 3 spending sliders to 33% each for military, social, research. Set your spending slider (underneath the taxes bar) to be the largest amount that gives you positive cashflow. (or 100% if it's the start of the game)

If you go below -500 all your resources will cease to produce until you get back up to -500.

That is why your seeing 1000months to research anything. Are you purchasing your stuffs?
