Ratings?

I have seen all this talk about a "ratings" view being able to be selected in the account settings. There isn't anything like that in my account area. Is this even available to the "citizen level" account holders? I'm cornfoosed....

It's only available at higher ranks (Apprentice and up). Sort of a safe guard against kiddies wanting to rate up their mates' stuff.
