Earliest treaty opportunity?

Hey guys, just wondering if there's a fixed point in the game during which AIs start forming and agreeing to econ and research treaties? I'm asking this because in the early game, they always say "It's too early for us to get entangled in treaties" when I try to form one, and then past a seemingly arbitrary point in time, all the AIs have suddenly gotten into treaties with each other. It's rather annoying because I have no idea when the AIs start forming treaties, so I spend lots of time early-game making offers and getting rebuffed, only to have the strongest potential treaty-buddies snapped up within a couple of turns after the AI decides it's "ok" to start forming them.

From the top of my head I believe it's 1 year.

Allowing treaties before that left the AI wide open for extreme exploit by the player...
You shouldn't spend too much time trying to get a treaty: as long as you get the "it's too early" message it means you're not past the 1-year (?) mark yet. Once you've passed that, they will turn down insufficient offers using a different wording so then you'll know it's worth upping your offer.
