Fences.exe won't open

When you right-click on the desktop do you see an option for "Configure Fences" in the context menu? If you hold down the right mouse button and drag for a bit, then release, do you see an option pop up to create a new fence?

Uhm, when I do that I don't get anything.

Sign it probably didn't install correctly.

Use Revo uninstaller at medium strength or use ccleaner to uninstall it and clean out the registry of all remnant of it, then reboot and reinstall it with antivirals and firewall/s off.
