using icons and windows blinds

hi could someone tell me how i open the icon packages ...what program opens them from the open with box
also what are windows blinds and what do they do

The icon set that you have download, is for the Icon Packager, a utility that changes the main icons of your Windows.
If you don't have Icon Packager, you can download it from www.stardock.com (There is also a free trial version). Otherwise, unzip* the icon set and use the icons as you like, (right click, properties, change icon e.t.c.).

*If in the end of the name of the Icon set there is an ".ip" you can put the letter "z" in front of the "ip", so it will be ".zip"
