Titles at bottom

I have a bunch of fences and all the titles are at the bottom of the rectangle. I went to add another fence and it put the title at the top. I can't figure out how to put it at the bottom to match the rest. I have no memory of having done anything special to put them on the bottom in the first place last April when I set them up. What is the fix to my problem?

Title placement is a product of where the fences are positioned. If they are near the top of the monitor the titles move to the bottom.

There is no way currently to move the title manually.
