[Bug] Recently lost city still produces unit for me

I had a city that was in the middle of producing one of my custom designed spear units and I lost it in a battle to capitar. A few turns later a freshly produced spearsman unit (the one it was making when captured) pops out under my ownership! This is from frogboys slipstream build if that matters.

I think this actually happened to me once in War of Magic, but it was the other way around, the units belonging to the AI. This may sound odd, but, what if a perk would added, like "Great loyalty" or something, that actually enabled this to happen on purpose?
