[0.77] Govern Memory Leak

Simple bug, every time I press GOVERN, my the game's Memory Usage jumps up about 3k permanently unless it eventually crashes when my memory is taxed to the limit.

On the upper left, the menu that gets you to the research/diplomatic screen.

Ahh... I haven't used those much since one of those areas has been under construction, but that's really strange it would keep incrementing every time. Must be adding each click as a new instance, which sure seems like a bug.
