Impersonating another player

Player with steam name josifeks is impersonating another, inactive player named ZOOMERS. He has been doing this for months, previously in Diplo. Mods, please do something about this. That silly troll is getting on my nerves.

How exactly do you smurf on Steam other than changing your Steam name? You can do that, but won't your win/loss record remain on your ICO account/key?
