Starbase phase jump destabilization bug

ANyone noticing starbases dealing more damage to phase jumping ships than the tooltip on the starbase advertises?

 

(if you notice, on the starbase it says 30/50% but on the ships in orbit, it gives a different number)

 

(remember to take into account armor, and maybe ability damage modiier?)
