[GamePlay] Capture Planet Victory Condition

There is a problem with the King of the Hill capture planet victory condition for Rebels. If the rebels have befriended the neutrals, they can't capture the planet. This needs to be fixed so that the neutrals in this system can not be friends.

As stated in the bug tracking thread (that can be found on top of these forums) this has been solved internally, meaning we'll probably get a fix in an upcoming release.
