Jump Destabilization

So played Rebellion for the first time last night and I was playing on the Doppleganger map to try and build the titan, see the new ships, yada yada. After getting sufficiently started I built a Starbase around the Sun for the system I was in, and I was looking at it's Jump Destabilization passive and noticed that it had two tooltips. One was the normal 30% Hull Points lost and 50% Antimatter, the second one said 15% Hull Points lost and 100% Antimatter removed. The computer jumped to my star and then away and took 45% Hull points lost. Is this intentional or a bug or what? Has anyone else noticed it?

Probably a bug, at the least they shouldn't be separated like that on the info card. Which means those are actually separate buffs.

Kinda curious if they are increasing the damage done by Jump Destabilization for all the factions since it applies to my Advent and TEC (TEC without the increased Jump Destabilization damage)

Yeah, I assume they are.  I checked out an Advent Star Base.  And it too was now applying 45% Hull and 150% AM removed, when you leave the grav well. 

Earlier, (in 0.61) I had also noticed the change for the TEC (45% & 150% in all grav wells), and I think its an excellent improvement over the old 30% Hull & 100% AntiMatter removed.  Maybe now people will think twice, before they blow by a starbase.  But I'm not sure what 150% accomplishes?  All AM was already removed before!?

Of even more significance is the Tier 6 TEC tech that now increases hull removed to 75% (3/4's)!!  Can you imagine the effect of jumping out of one grav well with a SB, only to find another SB awaiting, and flleeing back, and losing an additional 75% of the remaining one quarter.  Back to back jumps away from SB's would drop hulls to only 6.25% = almost dead!

Hopefully the other races receive something new to put on the other end of a phase lane with the new increased Jump Destabilization.  Like turrets or PJI's that stop ship movement, or inflict increased damage to destabilized ships, etc..
